Collaboration & Partnership Opportunity with IRF-IC in its flagship programme – “Improving School Zone Safety” – Invitation for Expression of Interest (EOI)

Introduction:

The International Road Federation – India Chapter (IRF-IC) is a non-governmental, not-for-profit organization dedicated to promoting road safety and fostering the development and maintenance of better, safer, and sustainable road networks in India. As a part of IRF Geneva, enjoying the UN’s ECOSOC Consultative Status, IRF-IC actively engages in various initiatives aimed at enhancing road safety, aligning with the United Nations 5 pillars strategy.

 

Background:

In India, road safety remains a pressing challenge, with a significant number of fatalities occurring annually, especially among the young. The statistics reveal a dire situation with over 150,000 on an average lives lost every year (1,68,491 fatalities in year 2022) making Indian roads responsible for a disproportionate share of global road fatalities. School Zones are not behind contributing nearly 10% of the crashes/fatalities. The School Zones are particularly vulnerable areas, due to involvement of children and need urgent attention to improve overall Road Safety scenario in India.

 

IRF India School Zone Safety Programme:

In response to this urgent need, IRF-IC has launched a comprehensive 360 Degree “School Zone Safety Programme” to ensure the safety of students in and around school areas. The programme, based on guidelines outlined in the IRC: SP: 32. The programme comprises of three parts:

  1. Vulnerability assessment of School Zones and reporting on Web Portal
  2. Liaison with Civil Administration/Local public representatives and civil societies to exert pressure for quick addressal of the deficiencies observed in the Audit.
  3. Capacity building modules for training School Zone Safety Auditors.

IRF-IC is in touch with the Ministry of Education, Govt. of India for issuance of an Advisory to all the Schools in the Country to get the School Zones Audited and reported on the portal.

 

Scope of Work for the Collaborative Partner/NGO

  1. Approach & Liase with the School Authorities and obtain permission for carrying out School Zone Safety Audit in terms of IRC:SP:32
  2. Liaison with local State Govt./Municipal Authorities to obtain necessary permission where required.
  3. Liase with the local police station to obtain accidents reported in the school zone.
  4. Carryout School Zone Safety Audit as per IRC:SP:32 and report on the IRF School Zone Safety Monitoring Portal (SZSMP).
  5. The Audit will be carried out by the School Zone Safety Auditors certified by IRF-IC only.
  6. To train the School Zone Safety Auditors, IRF-IC has developed an online capacity building training programme. On successful completion of the course, a certificate will be issued by IRF-IC. This certificate is mandatory to carryout school zone safety audit & report on the portal.
  7. Monthly reporting of the schools approached, permissions obtained, number of schools audited & reported on portal and number of auditors trained.

Eligibility Criteria:

  • Be a registered Society/NGO with a minimum of 3 years’ experience managing State-level projects focused on Road Safety or implementing Government-funded projects in the same/related field.
  • Certification as IRF Auditors for conducting school audits.
  • Have certificate of 12A & 80G for Income Tax Department for CSR Funding.

Financial: Rs. 5,000 will be paid after School Zone Safety Auditing & successful reporting on portal.
